VARD started its development activities in Sylhet from 20 January 1988. During the implementation of integrated development activities with poor and marginalized it observed there are many visually impaired peoples in rural areas, many blind man and women and children. Social superstition about eye diseases and blindness in the society. Blind/cataract patients are a social stigma, they are victims of social discrimination, blind/cataract patients are a burden on the family. Most of them are not aware of treatment of eye diseases. There are very limited eye care services and absence of quality eye care services and service providers during 1988. 
According to the community demands and on the basis of field observation VARD started searching Eye Care supports for vulnerable families from 1992. In 1997 VARD come to know that Royal Commonwealth Society for the Blind -Sight Savers International (RCSB-SSI), London, U.K is working with eye disease and providing supports for community awareness of eye care services in Bangladesh. Therefore, under the leadership of Mr. Amranul Hoque Kamal, the Founder and Executive Director of VARD visited Sightsavers International, Bangladesh Country Office in Dhaka and presented brief on eye care and eye health situation of Sylhet division with related officials. After long communication with Sightsavers International, London, U.K signed an Agreement with VARD for the implementation of Sylhet Cataract Campaign (SCC) and Modular Eye Care Project (MEC) on 1st October 1998. VARD started Sylhet Cataract Campaign (SCC) and Modular Eye Care Project on 1st October 1998 in Sunamganj, Habiganj & Sylhet District with the financial and technical supports from Sight Savers International and successfully completed this program on December 2002 with the utilization of 19 Govt. Health Complexes in Sylhet division. The campaign was over in 2002 and VARD moved into its second phase of involvement as “Mobile Operation Theatre Hobiganj and Sylhet Project (MOT–HSP)” with Sightsavers Bangladesh in 2003 as a regular project to serve the same population of 4.67 million. The second phase ended in December 2005, which was extended for another year till December 2006. After that several project eye care and eye health projects implemented until December 2016 funded by Sightsavers in Sylhet, Chattogram and Dhaka division.
By this time VARD Eye Hospital cum Health Center Construction Project (EH-Cum-HCP) started with the dream of based VARD Eye Hospital on March 2001 with the financial and technical supports from Embassy of Japan, Bangladesh and completed on December 2002 in Sunamganj district headquarter. VARD started its first 50 beded Eye Hospital, Sunamganj and providing comprehensive eye care services from January 2003 from based hospital and RCSB SSI provided all types of technical and equipment support to start the hospital.
Later on, with a view to coverage wide range of population as well demand of community people VARD established beside the VARD Eye Hospital Sunamgonj another three eye hospitals; 1) VARD Eye Hospital, Osmaninagar, Sylhet with the financial support from different sponsors in UK in 2007, ) VARD Kamal Eye Hospital, Chouddagram, Cumilla in 2014 and 3) VARD Eye Hospital, Jatorpur, Sylhet City in 2017 VARD also establish a Child friendly Paediatric Unit with modern facilities at VARD Eye Hospital, Osmaninagar, Sylhet with the financial and technical support from Oribis International, Bangladesh in 2017 to provide eye health services to the children under 18 years and also run a Primary Eye Care Centre at Chattak
Upazila in Sunamganj district that was established with the financial support from Oribis International, Bangladesh.
